Building a Safe Digital Future Together

The Tallinn Mechanism (TM) is an international initiative aimed at supporting cybersecurity, strengthening cyber defense and cyber resilience, as well as developing Ukraine's civilian cyber potential through systematic coordination of international assistance in the field of cybersecurity.

The initiative includes 12 countries: the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Morway, Germany, Poland, the United States, France, and Sweden.

What is the purpose of the TM?

The coordination of international assistance aimed at strengthening Ukraine’s cybersecurity, enhancing its cyber resilience, and protecting its critical and civilian infrastructure.

Catalog — a cyber assistance portal

To centralize all Projects and Needs within the TM framework, the Catalog — a cyber assistance portal for digital Ukraine — was created. It ensures effective interaction between Donors and Recipients by simplifying the processes of verification and support for submitted requests.

Who can be a Recipient?

Representatives of central executive authorities, regional state administrations, or state enterprises and joint-stock companies that are 100% state-owned may register as Recipients.

Who can be a Donor?

Official representatives of government authorities from the countries participating in the TM may register as Donors.

What types of Projects and Needs can be submitted to the Catalog?

Projects and Needs in the fields of cybersecurity, cyber defense, and cyber resilience are eligible for inclusion in the Catalog, where the cyber component constitutes at least 50–60%.
